HIT/EHR Incentive Program

$ 795,254.20 paid to 2 Eligible Hospitals

The Medicare and Medicaid Electronic Health Records (EHR) Incentive Programs will provide incentive payments to eligible professionals and eligible hospitals as they demonstrate adoption, implementation, upgrading, or meaningful use of certified EHR technology. These incentive programs are designed to support providers in this period of Health IT transition and instill the use of EHRs in meaningful ways to help our nation to improve the quality, safety, and efficiency of patient health care.

The S.C. Medicaid State Level Repository (SLR) currently accepts Eligible Professional attestations of Adopt, Implement, or Upgrade (AIU) (Year One attestations), and Eligible Hospital attestations.  The South Carolina Department of Health and Human Services (SCDHHS) is in the process of systems development and testing to provide SLR functionality to also accept provider attestations of meaningful use of certified EHR technology.   Although we initially projected for our meaningful use attestation tool to be in production in late April, we are continuing to test the system at this time. Please continue to check here for updates about the go-live date.  Updates about the go-live date will continue to be posted on the SCDHHS HIT Web page, www.scdhhs.gov/hit .

 

SCDHHS included in the State Medicaid Health Information Technology Plan (SMHP) a requirement that providers attest to the meaningful use public health objective of capability to submit electronic data to immunization registries; this requirement moved this menu objective to the list of core objectives.  However, CMS has recently clarified that SCDHHS’ decision would result in providers having to attest to an additional objective (final regulation requires that providers attest to 5 menu set objectives).  It was not SCDHHS’ intent to add to the overall meaningful use objectives required for attestation. Therefore, effective immediately, SCDHHS has decided to move this meaningful use objective back to the menu set of objectives.  We will include this as an amendment to our SMHP in its next update.
